VA Issues NOFA for Grant and Per Diem Program Capital Grants
The U.S. Department of Veterans Affairs has issued a notice of funding availability (NOFA) for assistance under the Capital Grant component of the VA Homeless Providers Grant and Per Diem Program. The full notice was published in the Federal Register, January 25, 2010, pages 3968-3970.
Applicants are advised to review the notice in its entirety and carefully follow the detailed instructions. Assistance under this notice will be limited to expand existing transitional housing projects, or to develop new transitional housing programs. Supportive services centers will not be considered under this NOFA.
Funding under the capital grant component may be used for remodeling or alteration of existing buildings; acquisition or rehabilitation of buildings; new constructions; and acquisition of vans for outreach to and transport of homeless veterans to vital services. Applicants who do not require funding for acquisition, renovation or new construction should not respond to this NOFA.
VA expects to award approximately $24 million to create an additional 1,000 Grant and Per Diem Program beds under this NOFA. Specifically, this round of funding seeks to provide funding in areas underserved by the Grant and Per Diem Program, and to provide greater geographical distribution of grants. Service priorities identified in the NOFA include women veterans and women caring for dependent children; and Indian Tribal Governments or non-profit agencies that provide transitional housing and services on Indian tribal property.
The deadline for applications is 4:00 p.m. (EST), March 31, 2010. Application packages may be obtained at: http://www.va.gov/homeless or http://www.grants.gov. Questions should be referred to the Grant and Per Diem Office at 1-877-332-0334.
